I would say "liable to

confiscation of the cargo or the levy of a fine". Commander Hole: Personally I do not like the idea of laying the ship up for confiscation, Ir. Lloyd: If you pit, in the word "liable then the point arises as to who shall decide. His Excellency: A Hong Kong Court of law, if within our Waters, if outside, the Chinese Haritime 'Je should have to legislate Customs deal with it. and decide what the penalty shall be. Sir Joseph Kemp:

I should have thought fine would

be enough and fixing the penalty high, I do not know how seriously we should regard omission to report at a Station.

His Excellency:

It should be a very severe fine,

(say) not exceeding $10,000.

Mr. Lloyd: I suppose the cargo would be liable

to confiscation.

Mr. Maze: I think it ought to be a very heavy

fine - $10,000.

His Excellency: Say a fine not exceeding $10,000.
